Coordination problem for the conflict on project selection in joint infrastructure projects is discussed. First, the relationship between division property of participants' preferences and information structure is discussed. Then, the conflict coordination mechanism is proposed and participants' behaviors under the mechanism are analyzed. Decision criteria of the coordinator are also proposed. Finally, the coordination mechanism is applied to the conflict on the renewal of hydropower generation and numerical examples are shown.

This paper proposes an I-O SDA, based on a hybrid rectangular IO model, to estimate the impact of the changes in (1) energy demand structure, (2) non-energy input structure, (3) non-energy product-mix, (4) non-energy substitution, (5) non-energy manufacturing technology, and (6) non-energy final demand on the embodied energy requirements.
Major findings are as follows; The total energy requirement in Japan has increased mainly because of the changes in non-energy substitution and energy demand structure, while the changes in non-energy manufacturing technology, and the non-energy product-mix have reverse effects, that is, saving of energy from the viewpoint of non-energy production technology changes. The effect of the changes in non-energy final demand is twelve times larger than the effect of non-energy production technology changes.

The present paper aims to analyze the deregulated international aviation transport market. First, the model is developed under the assumption that the market is regarded as the perfectly competitive one consisted in airlines and air passengers. Second, applying the developed model to the Asian-Pacific-European aviation network in 2010, the demand is forecasted and the influence of the airport capacity extension at NRT and KIX on the market is discussed. It is concluded that the capacity extension reinforces the hub function at the airport of which capacity is extended.

This paper presents a probabilistic vehicle routing and scheduling model with variable travel times. The model incorporates the uncertainty of travel times and soft time windows with the penalty for delay and early arrival at customers. The model was integrated with a dynamic traffic simulation model. The probabilistic model showed the reduction of total costs by 11-17% compared with the forecast model when applying to a test road network. The probabilistic model can also contribute to decrease CO2 emissions by pickup/delivery trucks with the comparison of the forecast model. It indicates that the probabilistic model produces benefits both for the cost reduction and environment improvement.

Simultaneous vehicle type and main driver choice models and models of vehicle miles traveled are developed for one and two vehicle households separately. The types of vehicles are categorized as eight altematives, and unobserved correlations among them are examined by adopting mixed multinomial logit models. The empirical results suggest that the vehicles are possibly reallocated in two-vehicle households at the transactions, that there exist inclinations toward specific types of vehicles among two-vehicle households, and that they have the tendency to obtain the same type of vehicles. The results also suggest that the vehicle miles traveled by respective vehicles in two-vehicle households are negatively interacted and that the vehicle types do not affect the vehicle miles traveled in two-vehicle households while they do so in one-vehicle households.

Map digitizing has been done in design work, but originally it should be done in surveying work. And it must be carried out based on the rules of map digitizing in the rules of public surveying work under proper control of precision, but there is not clear specification and technique. In this paper, the concrete specification and technique that the geographical information that is a surveying result on the assumption that it is taken over to the next project process and used again is made as the digital data is propose

This paper describes the historical study on the Public Works Construction Procurement System (PWCPS) in Japan from the middle age through the modern era to present time. The study covers bridge engineering as well as general civil engineering works and comparative viewpoint between Japan and western countries is adopted for the consideration. PWCPS has been formed based on the system before the modern era and the base was developed by the execution of voluminous and constant railway construction works started at the beginning of the Meiji. PWCPS has progressed continuously under the influence of the business custom and the strong leadership of owners to produce the outstanding features.

The purpose of this article is to clarify the historical change of the issue in landscape researches. We did the review of landscape researches from 1960 to 1998 and showed the classified figure by the purpose. Using these data as a basis, it attempts to grasp their trends and show a perspective for the coming studies. Conclusions are as below: 1. The landscape Concept has been originated in the dichotomies such as Development and protection in the city planning. 2. The problems of studies deal with the text and institution for landscape are grasped. 3. To create the relationship between residents and designer alternation, we suggested about the need of theory integrates landscape with citizen participation.

In this study, motorization problems in developing metropolises are considered as the negative feedback effect of economic growth, urban expansion, and automobile dependence. The purpose of this study is to capture the relationship of these three factors and to develop the evaluation system of the manageability of motorization. Urban activity location of each income class household, urban sprawl expansion and their influence on automobile dependence are modeled consistently. Based on these models, urban-transportation analysis system representing the interaction of economical behavior, land use and automobile dependence is constructed. This system is adopted to evaluate automobile-related taxation, pricing, provision of LRT and polycentric urban policies for Metro Manila.
