    In the previous paper, the studies which apply mathematical programming models to production planning of narrow region were taken up and their problems were considered. Then, the programming model (the equilibrium model among four farms) which reflects on the idea of Dr. Taira Yori was constructed. But the analysis of its availability has been remained.
    In this paper, I considered the availability first. As a result, it has become clear that it is futile to use the mathematical programming models in order that usual activities in the agricultural production process such as transactions of production factors among farms may become effective. However, the above studies apply the models to the improvement of the usual activities. Therefore they have an important problem. On the other hand, many organizations are formed in order to increase productivity. Then, the studies must treat organizing process and increasing process of productivity directly in order that the mathematical programming models can be used really.
    Finally, the strategic regional agricultural planning and its problems were referenced. It is necessary for the planning methods to give solutions of each regional agricultural problem. In case that organizations are necessary to solve the problems, it is also important to present methods which decrease organization costs.

    District-based agricultural income level, which is a criterion of District Suitability Classification, is a macroscopic indicator of agricultural landuse suitability. Locational conditions have brought not a little influence to the agricultural income level. In this paper, the authors try to make it clear how the agricultural income level has been influenced by the locational conditions, namely, accessibility to urban center, natural condition and inclusive urbanization level.
    A causal model of the locational conditions to the agricultural income level is defined and tested with statistical data from Agricultural Census Card (1980) . The study area is the Suwa Region in Nagano Prefecture. The results from a path analysis show that the inclusive urbanization level has the strongest direct effect toward the agricultural income level. Direct control measures to the urbanization such as revise of legal landuse plan are considered to be the most effective for conservation of agricultual good land in this region. The results also show that the total effect of natural condition is the strongest among the locational conditions. So the physical land suitability conditions should be attached much importance in revising landuse plan.
