In the present age, Standardization to develop a production system newly is late. The reason is because they develop it using a certain knowledge in the head of the engineer. Therefore the ability of a developed production system becomes excessive; and or become too little. When ability becomes excessive, become the excessive quality; increase cost again. The problem that is not quality assurance happens when ability is the small. Or the problem that production time is not enough for happens.

　By the first report of this article, The author provides the basics of production system development. In other words, I suggest it what the author should be based on. And I report the route that how should be able to advance.

　It is first to clarify production system structure to enable this. Second it is to do the ability of the production system appropriately. Finally a work design to solve QCD problem at the same time is pointed.
