    Exploring the cases of Financial Services Agency and Kumamoto Prefecture, the first part of this paper examines the importance of positioning household management education in the consultation manual for over-indebted debtors. We also consider the situation regarding consultations at Kanagawa Life Support Center. Secondly, this paper investigates the self-support programs of those welfare recipients who have multiple debt problems; each local government has a different way of understanding the reasons for debt. Lastly, as the authors and other existing research have argued, the role of life-support counselor as a specialist who becomes the core of support for over-indebted debtors is reconsidered in relation to consumer education.

    The Korean CCMS is a representative guideline for consumer complaints handling in the corporate area. It has been introduced to promote the operation of companies while politically operating its authentication system. The enforcement of the CCMS has brought tremendous change in consumer complaints management within companies. Through the operation of CCMS, the role and responsibility of coping with consumers became augmented and the importance of the job was highly recognized within the entire company. For the advanced operation of CCMS in the future, the following are necessary: extended execution to small and medium enterprises through the continuous promotion and educational support of CCMS, the evaluation management of CCMS by private sector-driven corporate entities, the pursuit of international exchanges in the execution of corporate consumer complaint management such as CCMS operation, and the extension of the offering of consumer information and consumer education as a precaution.

    Agriculture in our country is falling into decline from severe competition in the global economy. We offer an explanation for this decline in agriculture by focusing on conventional agricultural policy and tax system of farmland. We conclude that the "discerning" consumer should play an important role for prosperity in agriculture and the realization of a stable supply of safe food.

    The purpose of this study is to examine the evaluations of the lessons on "consumer affairs" in senior high school Home Economics classes. The curriculum on consumer education was developed to nurture consciousness of social participation. This report examines four levels of subject recognition from the opinions and comments from students in the class. The results are as follows: 1) The number of students who make a decision by individual feelings has decreased. 2) The number of students who have a critical self-awareness or social community has increased. 3) Leaming "consumer affairs" in many lessons elevates recognition of the subject.

    The purpose of this study is to assess how to protect the rights and benefits of medical consumers by examining how medical clerical workers who are consumer aware consider the interests of medical consumers. The nature of the work medical clerical workers perform is becoming increasingly diverse, including dealing with patients and reception work, communicating with medical professionals, as well as carrying out a range of tasks for doctors. Accordingly, the role of medical clerical workers in medical institutions is becoming increasingly important. In their analysis of this issue the researchers referred to the NACS Consumer Management System criterion designed from the perspective of consumers in the business domain. The researchers finding show that in order to provide a suitable level of service medical clerical workers must increase their understanding of consumer awareness and this awareness must inform their actions in the workplace. In order for medical clerical workers to provide a service that protects the rights and interests of the medical consumer adherence to the following guidelines are considered essential: 1) following corporate law and ethics 2) respecting the sovereignty of the medical consumer 3) maintaining patient satisfaction 4) correct disclosure of medical information 5) maintaining good levels of communication 6) respecting the environment.

    The purpose of this study is to clarify issues in lecturer training in consumer education. When the National Consumer Affairs Center of Japan held lecturer training in 2007, participant observation and the questionnaire survey were performed toward consumer advisers and Administrative Officers of Consumer Affairs who had participated. Many lecturers of consumer education considered the contents which they teach and reflect on their practices by themselves. As a result of considering lecturer training from the view of the model of a reflective practitioner, the support for the self-growth from reflection on a lecture and the support for the structure of cooperation of lecturers are required.

    The purposes of this study are to show the state of public services for people who live in Okinawa prefecture, to clarify university students' consciousness about social benefits, and finally to examine the contents of consumer education. The results are as follows: 1. Basic allowances for living are not enough for those in need who live in Okinawa prefecture. 2. Students think that the government has more responsibility than personal responsibility about education, job training and child care. 3. Three out of five items for tax use were concerned with the elderly. Learning about social security is essential in the consumer education field for developing citizens who have a consciousness about both rights and responsibilities for the future.

    The objective of this study is to clarify the relation between parents' attitude toward their children's consumption behavior and their children's decision making abilities in consumption. We think the results can contribute as basic materials when people nurture decision making abilities in consumption. The results were as follows: The decision making ability in children whose parents want to teach "thinking purpose or need when children buy goods" and "thinking useful, budget, environment and safety when children buy goods" is higher than others. Therefore we assume that parents' attitude toward teaching the contents to their children makes their children's decision making abilities improve. "Thinking purpose or need when children buy goods" and "thinking useful, budget, environment and safety when children buy goods"are steps of decision making process in previous research. Therefore we considered that teaching the steps of the decision making process can improve decision making abilities.

    The purpose of this study is to clarify the relationship between decision-making skill and evaluations after the decisions are made, and the relationship between student values when making considerable decisions and consumer action. The results are as follows: I.Female students'decision making skill score concerning choice of university are higher than male students'and students who learned decision-making in high school are higher than students who did not or do not remember about this. 2. Students who had high decision-making skill were more satisfied with their decisions. 3. The degree of consideration in daily life depends on the degree of frequency of action and financial cost. 4. Students put their value on self-realization in their clothing, pleasure in food and comfort in their shelter.

    This report considers the modern role of education for consumers, mainly the educational role of support for career development. On the point of consumer protection, Japan moved to state the rights and the duties of consumers clearly by a revision of the law in May 2004. So, in the present educational scene, it is necessary to turn from education for passive consumers into education for developing rights and consciousness for active consumers. In other words, I think it is basic education for consumers to devise the ability to be "consumers for becoming independent." In addition, viewed from the stance of education as career development support as it is treated in many higher educational institutions,it seems important. Therefore, if education for consumers is accepted widely as consumer pedagogy, I think it is important and proper to place education for consumers within a frame of pedagogy.

    The purpose of this paper is to examine Business-Sponsored Materials in consumer education,and to examine the related issues. Many consumer education materials are made by the national government, the local authority, or various institutes. However, we have had very few studies about the intention of various companies and the consumer educational policy in the business sector. This study reveals the fellowing; ・ A lot of companies have those materials not only in paper, but also on their websites. ・ Many companies recognize the importance of consumer education, while they are worried about the method and result. ・ The business sector has to improve its effort to support the safety and security of our life, and to take care of the CSR (Corporate Social Responsibility). ・ ACAP, the association in which many companies participate, can help the business sector. It also plays an important role as a coordinator among consumers, the national and local governments,and schools.

    Previous research on consumer education teaching materials considered only theme and content. The purpose of this research is to clarify the tendency and problem about the ability expected be acquired by teaching materials. This research focused on teaching materials the industry group issued. This research is based on the table of the ability of consumer life made in this study. All had each tendency. For example, many teaching materials can expect to acquire the ability of ” iii action of consumer life” and ”vi household economy and economy”. But teaching materials related to ” i rights of consumer and laws” and ” ii responsibility of consumer” are insufficient. Those using knowledge for life are needed. It is necessary to analyze the teaching materials issued by both public and private bodies consistently. And information of teaching materials about consumption life should be widely available through a database.

    One of the social problems that the consumer living in the information society takes a strong interest in is the privacy problem. In this study, therefore, I show that the right to control self information is regarded as the main content of the right to privacy, and because the definition of personal information is broad, that a phenomenon to seem to overreact to the personal information has occurred. And I point out that the privacy problem concerning the IC tag considered to become a major technology in the ubiquitous network society is classified into three, emphasize that it is necessary to have the ability that the consumer can judge by oneself to solve those problems, that is, the consumer education is necessary. Furthermore, I clarify the case examples, the characteristic of the system and notes concerning privacy problem with each type proposed by ITO (2008) as the concrete content of consumer education.

    The purpose of this paper is to clarify the possibility of the revitalization of the regional economy by using community money ’Yuzu’ and to consider the effectiveness of community money in consumer education. The results were as follows;1 Community money Yuzu circulates because it can be exchanged for the commodities which are sold at the Kitoumura shop. 2 It is necessary that we increase the use of Yuzu in order to revitalize the regional economy. This will require an increase in the backward circulation of Yuzu which has a tendency to circulate to the Kitoumura shop. 3 As the Kitoumura shop and other stores uses Yuzu very often, they are assigned key roles in the revitalization of the regional economy. 4 Community money revitalizes the regional economy during recessions and local residents are given opportunities to review their life as consumers by using community money.

    The purpose of this research is to investigate consumer education in junior high school from the perspective of a Consumer Adviser. The results were analyzed by the KJ method. The cellular phone has held the foremost place in the consumer education content valued in junior high school since the entire consumer education investigations were first compared. Consumer education in junior high school was composed using the cellular phone as teaching material.

    To analyze problems of the use a of consumer curricular material, we focused on university and college education in questionnaire survey in 2006. Although the percentage of returned questionnaires(12.6%) was low, 82.5% of teachers had high consciousness regarding consumer education. The result showed professional consumer education in university was done mainly in the faculty of education in national universities and the faculty of home economics and economics etc. in private universities, and the majority of consumer education as liberal arts study in university was done within three hours. We asked about the use of materials and a degree of recognition of five concrete materials. In comparison with our previous research, we considered problems of the use of materials in university and college education.

    I analyzed how to teach about consumer education subjects at elementary school by using Social Study textbooks and Home Economics textbooks. According to the analysis, there are many individual things written in Home Economics textbooks but in Social Study textbooks, most of the content is about politics, economics and others social systems. Therefore, I propose sharing these two textbooks for consumer education in elementary school.

    It is said that most conventional money education for children in Japan is based on the viewpoint of moral education, and few practices of money education for preschool children have been so far conducted. In this report, objects and contents of money education for preschool children, taking account of social and economic systems, consumer education, and environmental protection, are proposed. The proposed contents of the education mainly concern economic systems. For cultivating a sound view of money value, it is necessary to start money education in the preschool stage and to popularize the education as common practice.

    In a society of plenty, it is important that consumers be educated and trained to exercise selfcontrol when it comes to their materialistic desires. Therefore, money management education is needed right from birth in order for an individual to lead an independent life and experience a feeling of satisfaction and achievement by ontributing to society. We created a management training game ”sugoroku” to be used as a practical home economics eaching material for elementary schools, and confirm its efficacy as money management is one of the basic necessary bilities in life and needs to be taught both in schools and at home. Accordingly, we implement sugoroku as a  practical teaching management aid for the home.

    In recent years, against a backdrop of by social problems such as consumer damage worsening more and more and the increase in multiple debtors, demands for the education of consumers have been increasing. In this study, I would like to analyze the content of textbooks of high school ”home basics”, examine and consider what we can teach students more concretely in order to give them more practical consumer and finance education at school, which is aimed at training them to think, decide and behave independently, and then point out what we should improve.

    The purpose of this paper is to clarify issues related to the textbooks used in the study of the school subjects of home economics and civics. Both subjects cover the topic of consumer problems, and the course textbooks have similar content and structure, creating inefficiency. We speculate that such a situation adversely affects the willingness of students to study and of teachers to educate. Nowadays we are confronted with consumer damage. But the reformation of textbooks has not been carried out. Identifying repetitions in the course textbooks and then assigning such content to one or other of the two subjects is expected to contribute to a reduction in cases of consumer damage.

    The number of consumers who borrow money from consumer finance has increased and later some of them become over-indebted debtors, lapse into personal bankruptcy and commit suicide. Many of them have financial problems. However, our activities to tackle these problems have not been comprehensive enough when we consider the scale of consumers' troubles. The reinforcement of financial laws may have some good effects, but it is a short-term remedy. It is important for consumers to manage their family budget in an appropriate way. In order to obtain these skills, it is necessary to develop useful financial education, and its systematization is indispensable. This is the study to analyze the authorized textbooks and try to reveal the problems to devise effective measures.

    We analyze school lunch waste in 73 public primary and junior high schools in Gifu city. The quantity of waste differs greatly from school to school, suggesting the influence of the pupil's perception and school activities on waste. We analyze the relationship between the quantity of school lunch waste and school activities or pupil's perception and discuss the availability of consumer education through school lunch. The results showed pupils at schools with less waste find that school lunch is of good taste and fun, and less pupils leave dishes uneaten, even less favoured ones. And the quantity of waste is small at the school where activities on school lunch are done. Consumer education would be available by teaching materials, production, distribution, consumption, and disposal of food through school lunch waste at school, home, as well as in the local region, or by media.
