42nd Annual Conference of the Illuminating Engineering Institute of Japan (IEIJ) will be held at Hokkaido Institute of Technology, Teine, Sapporo. This is 3rd occasion such conference to be held in Hokkaido area, 1st and 2nd at Hokkaido University, this time at Hokkaido Institute of Technology, little western in location from city center of Sapporo. In addition, 2nd Lighting Symposium organized by Three nations of Japan, China and Korea will be also co-held with the conference. I will describe in the special issue about the illumination plan of the G-building of Hokkaido Institute of Technology where the conference will be held and famous northern illumination events in Sapporo, Teine and Otaru area: Sapporo White Illumination・Otaru Snow Light Path・Teine Summer Light Festival and also introduce some of awarded articles in Hokkaido Branch Recommendations, and, in addition, review some recent research works related LEDs applications and some respective university laboratories.

Sapporo is the central city of Hokkaido,and is blessed with a beautiful natural environment. Every year, a lot of tourists visit Sapporo to enjoy the seasonal colors and charms of the town. Roads in the city are laid out in an orderly grid pattern and wide streets are lined with trees. Odori Park, extending 1.5km east and west in the city center, is adorned with flowers, greenery and fountains. A variety of events are held in Odori Park throughout the year. As winter approaches, the Sapporo White Illumination is held. Starting in late November, approximately 400,000 festive lights adorn the city in the north, south, east and west. The event reaches its climax on Christmas day.

After the luxurious Sapporo White Illumination ends, the Otaru Snow Light Path, a cozy event featuring lighting in the city of Otaru begins in cooperation with the Sapporo Snow Festival in February. It is a fantastic winter event with warm candle lights illuminating the nostalgic streets and canals of Otaru. As you experience the pensive feeling of a journey to the North during the coldest part of winter, each and every resident welcomes helps bring the local community closer, with local neighborhood associations and shopping districts participating with hand-made snow candles made of materials near at hand.

On TEINE in Sapporo, students and children lived in TEINE have made together handmade Japanese lanterns and lighted them for 17 years. The works are called "TEINE-NATSUAKARI" (the Summer Festival with Japanese lanterns on TEINE). Though number of lanterns was only 450 before 17 years, number of them are over 9000 today and this works are growing as new culture of TEINE.

As for the LED which has been developed, luminous efficiency improves in the degree that the use is possible as illumination recently, and there is me, and it has been used in various uses again by environment or an energy problem. I light it up and, for the LED use in the field of industrial use, light it up and last for eyes instruction, monitor/transmission, plant upbringing, traffic light, a scoreboard, a medical device and many divergences. This chapter introduces the use of LED to be able to put illumination connection as the subject in Hokkaido and an applied example mainly.
