    Ten years have passed since the Fukushima nuclear accident, and radioactive contamination continues to have a serious impact on forests and forestry in Fukushima Prefecture. The subject of this paper is to summarize the characteristics and essence of damage caused by the nuclear disaster, the outline of measures for the regeneration of forests and forestry, and to explore the ideal way of reconstruction through reforestation. Compensation for damages, decontamination, and forest maintenance have been promoted in order to revitalize forests and forestry, but none of them is sufficient. It is in the stage of just starting to revitalize forests and forestry, and measures that will lead to the reconstruction of disaster victims and evacuees are required in the future. In Abukuma area, which was strongly affected by radioactive contamination, it is necessary to regenerate satoyama and regain nariwai by decontaminating forests and building a new framework for regional resource management.

  • History of Relations between Upland Forested Areas and the Village in Kawauchi Village, Fukushima Prefecture

    Examined in this paper is the question of why pollution of upland forested areas which have lost their economic value is a major problem for rural communities. A historical examination of the relation between people’s lives and the forests from both out-of-the-ordinary and daily life perspectives revealed the following. From the out-of-the-ordinary perspective, the forested areas have been important in terms of livelihood security during disasters. As agriculture is unstable due to the influences of nature, measures have been taken to cope with this both at the level of the household and by the village as a whole. In particular, it is indicated that the systematic use of forests has been carried out mainly by the village. From the viewpoint of daily life, it is pointed out that about half of the ingredients used for daily food were obtained from forested areas. Having upland forested areas has ensured the abundance of dietary life, and, in turn, the richness of food culture. These case studies revealed that forested areas were extremely important for rural communities, and closely related to its stability and sustainability, thus being places that could not be measured in terms of economic value alone.

  • 10 Years in Medium and Low Radiation Dose Areas

    The purpose is to clarify the changes and issues of log shitake production for 10 years after the nuclear accident in Tochigi Prefecture, which is a medium and low radiation dose area. The production volume, which had been declining, has dropped sharply by 90%, and 90% of producers have withdrawn. Forestry agency and Tochigi Prefecture that were not previously involved in the distribution of shitake log are procuring nationwide through forest owners associations, and most of the shitake logs used by producers are from western Japan. Even after 10 years, the recovery of self-sufficiency of own prefecture is extremely limited. Through the procurement and inspection of shitake log, cooperation between producers in Tochigi Prefecture, which does not have an organization such as specialized cooperatives, and forest department of Tochigi Prefecture and forest owner’s association’s federation has been created. Producers are involved in complicated document preparation and production processes, and are searching for a production system that assumes the supply of Quercus acutissima from west Japan while waiting for the decay of radioactive materials in shitake logs. The diameters of abandoned hardwood forest for logs are increasing and the aging of producers are progressing.

    This study focuses on the domestic distribution of sawlog harvested in the Takahara forestry area in Tochigi Prefecture. It aimed to reveal the asymmetry of information on timber transactions between sellers and buyers. The targeted area is located in the northern part of the Kanto Plain, where large-scale sawmills are in production and where contracts between the Tochigi Prefectural Forest Owners’Co-operative Association and areal sawmills have existed since 2013. Interview surveys on the information asymmetry between each economic agent involved in a timber transaction were conducted from April 2018 to February 2020. Results reveal that although the unique points of sawlogs are recognized during transactions, there is a mutual shortage of sawlog production and demand information in the transaction between the log-auction organization and large-scale sawmills. The shortage of information on the sawlog supply-side may lead adverse selection, and sellers and buyers of high-quality sawlogs may withdraw from transactions. The areal sawmills evaluate sawlog quality and log scaling skill at the log-auction organization, and the aggregation and distribution of supply information by the log-auction organization leads to stable transactions. Because the log-auction organization plays an important role for small-scale sawmills, we need to research the functions of log-auction organizations.
