  • School libraries in the context of education reform toward Society 5.0 and decentralization reform

    This paper clarifies how information technology and decentralization reform have influenced education reform and how they have been reflected in school libraries. It then clarifies how the Ministry of Education, Culture, Sports, Science and Technology thinks about its responsibilities toward school libraries, and analyzes why Article 6 of the 2014 School Library Law amendment (School Librarian) has become a dead article. Based on the analysis, this paper presents the issues that need to be resolved in order for school librarians to fulfill their roles.

  • Toward a Survey Report on the Current State of School Libraries in Correspondence High Schools

    Japanese-style school education in 2021 which has been published by Mext aims to realize ";individualized optimal learning ";and ";;collaborative learning"; that draws out the potential of all children. Correspondence high schools, which were institutionalized after World War II to allow students to study while working, are now increasing in number as schools that allow each student to learn according to his or her own learning style. What kind of environment and what kind of use are school libraries, which can present a variety of materials and provide learning information suited to each student, making in correspondence high schools? This research note summarizes the history, diversity, and previous research on correspondence high schools, and summarizes the results of school visits to two schools conducted as preliminary research for future studies.

    In Korea, the School Library Promotion Act stipulates in Article 12, paragraph 2 that school libraries must have a librarian teacher, practical teacher, or librarian as professional staff in school library. Librarian teacher is a person who is qualified as a librarian teacher under Article 21 of Elementary and Secondary Education Act and is in charge of school library operations, while a practical teacher is a person who has studied library science and is qualified as a practical teacher under Article 21 of the Elementary and Secondary Education Act and is in charge of school library operations. Librarian is a person who meets the qualifications under Article 6, paragraph 2 of the Library Act and works in a school library. This paper examines in detail the legal basis of each qualification to find the suggestions for these professionals to revitalize school library.
