Abstract

The purpose of this paper is to clarify the outline of the conservation system of heritages in the State of Victoria and City of Melbourne from the viewpoints of the variety of heritages, the body managing the system, the evaluation and designation of the heritages, and the restriction concerning heritages. The following five points are clarified. 1) The designated heritage of each level, that is National, State and local level, is overlapped. 2) The Heritage Council of Victoria decides if the nominated place is included in the VHR. 3) The State government decides to grant the permit of the alteration of the VHR. 4) The local government designates the Heritage Places and decides to grant the permit of the alteration of the Heritage Places. 5) In case of the permit application of the works to the VHR in the Heritage Precinct, the State government assesses the influence to the VHR and the local government assesses the influence to the Heritage Precinct.
