Abstract

Municipalities hit by the Tohoku-Ocean Pacific earthquake are dealing with making recovery programmes respectively. In those situations, much important roles are expected in Residents Machidukuri Associations.<br>On the other hand, under those unstable circumstances, having no time to spare for organization designing, there are difficulties with addressing consensus-buildings.In this study, we refer to the case of two resident associations settled in district Yuriage Natori city. Additionally, we classify functions of these associations into 4 groups, opinion collection, alignment, proposal, and adjustment between associations, and estimate the fulfillment of these functions
