To achieve sustainable transportation in urban area, collaboration between multiple stakeholders such as municipalities and companies become of increasing importance. In this research, as a case study of area management approach aiming for transportation demand control, we propose a practical big data analysis method of arrival time distribution at work place area using smartphone location data with user-ID. The objective is to encourage consensus building between multiple stakeholders without large cost and time. Our method enables to visualize distribution of arrival time at any work place area while taking into account frequency of visits by individual. We assess the accuracy and effectiveness of the proposed method using actual attendance records given by the large manufacturing plants in Kumamoto Semicon Techno Park Area, where it is concerned that traffic congestion get much worse because a new large plant is expected to open in 2024. The analysis results were presented to the regional transportation councils in Kumamoto-ken to create opportunities for discussion about staggered working hours from the viewpoint of area management.
