    This study focuses on small-scale wood biomass combined heat and power (CHP) systems that contribute to the establishment of regional circular and ecological sphere by using local wood as fuel in normal times, and on system proposals for individual cases so that they can be used as an independent electric heat source in the event of a disaster. First, the matching between the environment (CO2 reduction) and economy (multipliers in the area) under normal conditions and the supply and demand of electricity and heat that satisfy the QOL components of Disaster Level 2 at evacuation facilities is evaluated for existing biomass CHPs using pellets, and issues are extracted. Next, the introduction of a new biomass CHP using chips will be evaluated for the environment and economy under normal conditions, and the matching of supply and demand for electricity and heat during a disaster will be verified.
