The process of defining something useful, as a premise of deployment of engineering, is not value-neutral but value-dependent. This article discusses on how ambiguousness of the depending norm could be problematic for healthy technology development and its dissemination. It suggests the design thinking process, where the proposal of design solution and critics by stakeholders are repeated until an acceptable set of design solution is available, could mitigate ill-structured/wicked problems. Tacit norm behind the critics could turn out to be explicit in this iteral processes.
