Abstract

This study, as a case study of urban plan system of Pudong large-scale development project in Shanghai, China, examines how land use control has been planned by urban plan system in plan process and plan review. In this paper, by our survey of the relative urban plans in Lujiazui Center Area in Pudong Area, we understand. 1) Detailed district plan is established as a new planning tool to control land use in Chinese urban plan system, which includes land use regulations and building formation regulations, 2) Shanghai urban plan and management ordinance is basis of detailed district plan, and urban design takes a important pole in the urban planning process of detailed district plan. 3) Detailed district plan is not an agreement of right holders and developers, so that detailed district plan always need to be modified according to needs of development projects in practice. 4) Otherwise, even though in statutory provision, urban development project plan should be drawn based on detailed district plan, but many of them still are made without detailed district plan. Therefore, detailed district plan is still in its initial step of practice for land use control in China.
