About the transportation phenomenon in case of an earthquake disaster, it has been solved in detail by various researches after the Kobe earthquake. However, it is not in the situation that analysis does not progress what kind of influence is brought about by the people who are difficult to escape from the disaster area to their home, since it did not become a big problem in the Kobe earthquake. In this research, influence of these people to the transportation situation after an earthquake disaster is clarified, and after some countermeasures for corresponding to it are shown, the effects of these countermeasures are compared by “an urban activity simulation system in case of an earthquake disaster”. The countermeasures considered here are relating with the distribution method of relief goods, method for going back home and reinforcement of a stockpile, and comparing the effect shows the direction of the transportation countermeasures in consideration of the correspondence to earthquake disasters.
