In many statistical investigations, the problem of determining sample size is of importance. A two-stage sample size determination method of C.Stein is frequently used. This paper proposes a method of determination of the first stage sample size in terms of sampling cost. The influence of non-normality in the population and dependence between observations on the sample size of Stein's method is also discussed.
