Aerospace Industry Cluster and Inter-regional Cooperation in France : The Case of Midi-Pyrenees Region

Abstract
Due to the advancement of political devolution in France, the role of 'Region' in local and regional policies has become more prominent. One of the most important regional policies is the French cluster policy, or the policy of 'Poles de competitivite' (poles of competitiveness). Cluster policy researchers seek the most efficient scale of clusters and governance systems. In this paper, I will clarify the effect of the Poles de competitivite policy in the industrial agglomeration and inter-governmental relations through examination of a case study on Midi-Pyrenees Region. Midi-Pyrenees Region, in south-western France, is surrounded by aerospace industry agglomeration, with Toulouse serving as its economic and political centre. However this region is primarily rural and is considered as undeveloped region. As such aerospace agglomeration is designated as one of international poles of competitiveness with Aquitaine, located in west of Midi-Pyrenees. In this pole, referred to as 'Aerospace Valley', innovation is promoted through R&D projects financed by various funds. In this project investment, the ratio of central government is high; thus, cluster governance is largely controlled by central government. Also, there are 'strategic areas' for promoting R&D. Through a spatial analysis of these strategic areas, I discuss extended regional cooperation and reinforcement of Toulouse centrality by the Poles de competitivite policy.
