Abstract
This study created the consolidated maps of city planning master plan for each municipality and for each city planning area in Hyogo Prefecture, Kyoto Prefecture, and clarified the reality of city planning consistency from a wide-area perspective in terms of networks, hubs, and the natural environment. As a result, it was confirmed that there is a lack of consistency between the municipality master plans and the city planning area master plans from a wide-area perspective in terms of networks, hubs, and the natural environment. In addition, a comparison of the consolidated maps of city planning master plan for each municipality and for each city planning area differed in terms of networks and hubs.
