Abstract
In this study, I considered how to create a townscape by applying landscape rules in a business area that has individuality as a town but does not have a distinctive townscape that reflects that personality. I examined examples of initiatives for the Doshomachi-dori Area Landscape Development Agreement. This initiatives are characterized by the guidance of "Tamari no Mori "at the set back area of Semba and design keywords for townscape formation. Based on the verification of the case, I point out of the importance in such business areas, the formulation of rules by regional cooperation communities, the clarification of the future image of the townscape by accumulating the operation of the rules, the elements that provide clues to the future image of the townscape, and the Incremental rule updates.
