Abstract
It is necessary to make a comprehensive district plan with inhabitants participation. However there are less districts where they could make a comprehensive district plan. And there are more districts where municipalities would have to make a comprehensive district plan with inhabitants participation. Examples of 9 districts where making a comprehensive district plan has been implemented by using the “Kande Method” as a planning method and Iwaoka district which thought of “Kande Method” are mentioned below. This paper points the actual conditions of the applied examples of the “Kande Method” and makes clear the issues of its applications.
