Abstract
Making a comprehensive district plan in the Jindai-minami district by inhabitants have been successfully implemented by using the “Kande method” as a planning method since 1996. And it has made the inhabitants encouragement and motivation of farmers optimal conservation of prime agricultural land and rural enviroment. And they decided to implement land consolidation project in order to mobilization of land for agricultural use and formation of land use order. This paper points the actual conditions of the applied examples of the “Kande method” and makes clear the issues of its applications.
