Abstract
This paper focuses on examining major reforms in the regulations of development in relation to changing socio - economic conditions. The outline of the results of this investigation are as follows. 1) Development permission in Greenbelt is controlled by the city planning enforcement regulation. And the type of development permissions has increased from 8 to 173 after 48 reforms of enforcement regulation. 2) Three patterns of easing of regulations in agricultural, forestry, and fisheries facilities were observed; (1) increase in types of businesses, (2) reducing qualifications for establishing facilities, (3) increasing the maximum area designated.
