Abstract
The Aonae district of Okushiri island off Hokkaido has almost been totally destroyed due to the earthquake register-ing 7.8 on the Richter scale and subsequent Tsunami which struck northern Japan on the evening of July 12, 1993.
The aim of this sttudy is to survey the inhabitants' views after the earthquake, in order to find out the problems to be solved regarding future development. Based on our findings, we could obtained several issues which differ from the inhabitants' views and the official plan for rebuilding an area destroyed by an earthquake.
