Abstract
The purpose of this paper is to analyze management efficiency of Land Improvement Districts (LID) in Hokkaido's paddy areas by applying DEA (Data Envelopment analysis). The result shows that Irrigation management scale, irrigation facilities and the number of associates have no influence on the management efficiency of LID. In comparison with managerial characteristics between efficient LIDs and inefficient ones, factors creating difference in efficiency are not irrigation area and the number of associates but labor productivity of LID. To improve efficiency, reduction of operation cost is more effective than reduction of maintenance cost.
