Multipurpose halls build by the hand of local governments dose not work enough for the creation of the theatrical arts of the ares. The main reasons are the following. 1) Although they need the help of the professional and amateur activities of the area for their own arts creation, they are isolated from them. They did not recognize that they can work creatively only in the open network of the theatrical activities in the area. 2) As the facilities for the theatrical creation they lack of the space for the creative activities such as rehearsal rooms and workshops. 3) To make things smooth for the creative activities based on the open network in the area, they need to introduce the idea of activity management and they must develop it.
