The purpose of this research is to examine the mechanism of “POPO”, an example of VPS, from both the software and hardware aspects, and to clarify the factors behind its establishment. It has become clear that in order to establish a VPS, three points are important: “integration of non-parties and parties,” “integration of own capital and third-party capital,” and “appropriate use of building stock.”
