This study identified the housing reconstruction process and outflow of households affected by the Hokkaido East Iburi Earthquake. The method was an association analysis between household attributes and population outflow, using chi-square tests and residual analysis. Data were collected from the disaster victim ledger and the basic resident ledger. As a result, it was statistically revealed that households whose damage level was partially destroyed, rented households and households raising children were more likely to move out of the town. It is considered that targeting these households for housing assistance measures would contribute to reducing the outflow of population.
